C. Curtis Norcini, Esq. (known professionally as Curt Norcini) is a Chester County DUI attorney and criminal defense lawyer with more than 30 years of experience representing clients in West Chester and throughout Chester County, Pennsylvania. Curt represents adults and juveniles from investigation and arrest through pretrial litigation, trial, appeal, and post-conviction review. His experience includes homicide, assault, serious drug offenses, theft and property crimes, DUI, underage drinking, and a broad range of felony and misdemeanor charges. He brings the same disciplined approach to every matter: master the facts, identify the legal issues that can change the case, and prepare the defense with the expectation that the case may need to be tried.

Curt began his courtroom career as a trial attorney with the Delaware County Office of the Public Defender, where he handled juvenile and adult criminal cases as well as state parole violations. He later became a founding partner of a general litigation firm and concentrated primarily on criminal defense for nearly twenty years before co-founding Omnis Law Group in 2016.

Post-conviction litigation is a substantial part of Curt’s experience. He has represented several hundred clients in PCRA matters and served from 2017 through 2023 as Post-Conviction Conflict Counsel for the Chester County Court of Common Pleas. In that role, he was responsible for an active docket of post-conviction cases involving the review of trial records, prior counsel’s performance, constitutional claims, procedural requirements, and the remedies available after conviction.

Curt has also taught continuing legal education programs on Pennsylvania’s Post Conviction Relief Act. His direct case experience and teaching reflect a working command of an area of law that is procedurally demanding and often decisive after the ordinary trial and appeal process.

Curt is active in the Chester County legal community and serves as President of the Chester County Bar Association. He also serves on the Board of Directors of the Chester County Bar Foundation and chairs the Fee Dispute and Law Day Committees. He previously served as President of the West Chester University Alumni Association Board of Directors and as Solicitor to the Chester County Register of Wills from 2012 through 2020. He has served as a Judge in the Regional Moot Court Competitions.

Curt also serves as President of the Board of the Chester County Treatment Court Alliance, an independent nonprofit organization working in collaboration with Chester County’s treatment courts, including Mental Health Court, Drug Court, Recovery Court, and Veterans Court. The Alliance works to address practical needs and service gaps that can interfere with a participant’s treatment, stability, and successful completion of court supervision.

Curt has also spoken at naturalization ceremonies, welcoming new citizens at one of the most significant moments in their lives, and has presented continuing legal education programs to other attorneys on post-conviction practice.

Outside the courtroom, Curt is a longtime martial arts practitioner and certified self-defense instructor. He has taught many practical self-defense classes for women and children, helping participants develop confidence, awareness, and usable personal-protection skills. The preparation and composure of martial arts also inform his legal work.
