Biography

Steven M. Pacillio is a founding member and the managing partner of the firm’s Delaware County and Philadelphia locations. A preeminent authority on the intersection of law, advanced technology, and Artificial Intelligence (AI), Mr. Pacillio focuses his practice on complex criminal defense (of any criminal charges), computer forensics, and high-tech federal and state crimes. He has handled hundreds of sexual assault, rape, and CSAM cases, along with many other criminal charges over the years.

Unlike many attorneys in the space, Mr. Pacillio brings a foundational background in Information Technology, having spent years specializing in network infrastructure, computer design, and network security before transitioning to law. Today, he leverages this technical mastery to defend clients in high-stakes digital matters and serves as a highly sought-after consultant and expert witness for fellow attorneys navigating complex computer forensics in both State and Federal courts.

Mr. Pacillio’s formidable defense practice is backed by deep prosecutorial experience. He served as an Assistant District Attorney in Delaware County, Pennsylvania, where he was a founding member and lead prosecutor for the County’s Internet Crimes Against Children (ICAC) Task Force, under a U.S. Department of Justice grant. Recognized as a national subject matter expert in online solicitation, computer crimes, child sexual assault materials (CSAM)/child pornography, and cyber-evidence, he also headed the county’s Insurance Fraud and Auto Theft Prevention Units. Following his time as a prosecutor in the Delaware County District Attorney’s Office, he served as law clerk to the Honorable Robert C. Wright in the Criminal Division of the Delaware County Court of Common Pleas.

An Ivy League graduate, Mr. Pacillio earned his Bachelor’s degree from the University of Pennsylvania and his Juris Doctorate from the University of Pittsburgh School of Law, where he served on the Faculty Advisory Board’s Library & Technology Committee.

For more than two decades, Mr. Pacillio has been a premier educator for the bench and bar. As an instructor for the Pennsylvania Bar Institute, PACDL, and various bar associations, he creates and teaches Continuing Legal Education (CLE) courses nationwide. He presents criminal law topics such as Sex Crimes, Child Pornography/CSAM, Computer Crimes, the Sex Offender Registration and Notification Act (SORNA), and Sexually Violent Predator (SVP) hearings. His lectures provide real-world, practical guidance to fellow attorneys on topics such as Digital Evidence, Trial Techniques, and the cutting-edge Ethics of Technology and Artificial Intelligence (AI) in legal practice.

I've been in trouble with the law dozens of times over the years and I've used several different lawyers. Steve Pacillio is by far the best I've ever used. He works in several counties and knows the DA attorneys and is respected by the judges everywhere we go. He knows the law and can argue his way out of anything. If you want someone to lay down and take a quick plea save your money and get a public pretender. If you want someone to fight for you tooth and nail hire Steve. His fees are not cheap but good lawyers aren't cheap and cheap attorneys aren't good. Don't be cheap, pony up the fee and hire the best!

Awesome and Super Helpful A Client
I was charged with drug offenses for things found in my dorm room. Steve Pacillio spent time with me before the hearing to get all of the details. When it was time for the Preliminary Hearing he was ready and fought hard. Too bad the judge send the charges to the next court anyway. Steve didn't give up the fight, he filed a motion with the next judge to have the case dismissed and we won! Case DISMISSED and my record is still clean! He fought to the end and won!
