Biography
Steven M. Pacillio is a founding member and the managing partner of the firm’s Delaware County and Philadelphia locations. Mr. Pacillio focuses his practice in the field of criminal defense. An Ivy League graduate, Steve earned his Bachelor’s degree from the University of Pennsylvania. He went on to receive his Juris Doctorate from the University of Pittsburgh School of Law, where he served on the Library & Technology Committee of the Faculty Advisory Board. Mr. Pacillio sat on the Alumni Board of Managers of the University of Pennsylvania, he volunteers as the Solicitor for the Thornbury Historical Society, and was a member of the Board of Directors of JURIST Legal News and Research Services, Inc., the world’s only law school-based comprehensive legal news and research service.
Mr. Pacillio left a career in the Information Technology field where he specialized in computer design, network implementation, and network security. Before joining Omnis Law Group, LLC, Steve served as an Assistant District Attorney in Delaware County, Pennsylvania for about five years and was a criminal defense partner in a general litigation firm for more than a dozen years. He handled cases in the Magisterial District Courts, Summary Appeals, the Juvenile Division, Drug Court, and the Criminal Trial Division. He was a founding member and lead prosecutor for the County’s Internet Crimes Against Children (ICAC) Task Force, under a grant from the U.S. Department of Justice. The task force prosecutes Internet solicitation and child pornography cases. Mr. Pacillio is recognized as a subject matter expert in cases involving Child Sexual Abuse Materials (CSAM), child pornography, and online solicitation. Additionally, he headed up the Insurance Fraud Unit and Auto Theft Prevention Unit under grants from the Commonwealth of Pennsylvania. After leaving the District Attorney’s Office, Steve served as law clerk to the Honorable Robert C. Wright in the Criminal Division of the Delaware County Court of Common Pleas.
Mr. Pacillio is an active member of the Pennsylvania Association of Criminal Defense Lawyers (PACDL), the Delaware County Bar Association, and the Chester County Bar Association. He has presented numerous seminars to members of the bench and fellow members of the bar nationwide over the past two and a half decades. He has presented criminal law topics such as Sex Crimes, Child Pornography/CSAM, Computer Crimes, Digital Evidence, Trial Preparation & Techniques, and the Sex Offender Registration and Notification Act (SORNA) and Sexually Violent Predator (SVP) hearings. Steve serves as an instructor for the Pennsylvania Bar Institute, PACDL, the Delaware County Bar Association, and several other Bar Associations, creating and presenting continuing legal education (CLE) courses to educate other attorneys. Steve also serves as a consultant and expert witness, assisting fellow attorneys in litigation matters involving advanced technology and computer forensics in both State and Federal courts.
Mr. Pacillio has been named as a Criminal Defense “Best of the Main Line / Top Lawyer” by Main Line Today magazine for the last eight consecutive years. He has been honored as a “Clients’ Choice” and “Superb”-rated attorney by Avvo. In addition to his extensive experience with complex and technical cases, Steve has experience as a healthcare provider under the Pennsylvania Department of Health Emergency Medical Services Division and assists the firm in medical documentation review.
